EL DEPORTE PERUANO DEBE RETORNAR A LOS BUENOS TIEMPOS

El
deporte nacional debe retornar a los buenos tiempos de triunfos, transparencia
en la gestión y en el buen uso de los recursos económicos asignados para el
deportista y mejoramiento de la infraestructura deportiva.
Si
observamos y analizamos los diversos personalidades que ocuparon la Presidencia
del Instituto Peruano del Deporte; Guillermo Toro Lira, Víctor Nagaro, Enrique
Otero, Arturo Woodman Pollit, Esperanza “Pilancho” Jiménez, Teófilo Cubillas,
Eduardo Schiantarelli, Francisco Boza y Saúl Barrera; encontraremos una gestión
transparente y honesta donde se priorizó la reingeniería deportiva en la
administración y el buen trato a los deportista.
En
1999 el Licenciado Jorge Ángel Galli Alvarez, en tan solo una gestión de 9
meses demostró con creces conocer de planificación y manejo gerencial al
moralizar la institución con normas que permitieron el control y la correcta
utilización de los dineros del estado. Generando fondos económicos para el IPD
con acciones como la subasta de los espacios publicitarios fijos del estadio
nacional, licitación realizada por primera vez en la historia del deporte
peruano que dejó un aporte de Un Millón Cuatrocientos Cincuenta y Dos mil
Soles, alrededor de 500 mil dólares. También consiguió que las empresas más
importantes del país auspiciaran al deporte nacional y a las diversas
federaciones deportivas.
En
su gestión la Fundación Telefónica aporto más de Un Millón de dólares en la
organización de Los Juegos Deportivos Nacionales Escolares y Daewo Motor
inyectó 350 mil dólares al automovilismo deportivo y 126 mil dólares al vóley
nacional auspicios que permitieron la participación en torneos internacional y
promoción de sus disciplinas a nivel nacional.
En
su afán de mejorar la infraestructura para el deporte Jorge Galli cumplió una
buena labor con la remodelación de las bomboneras para el boxeo y el vóley, la
concentración del estadio nacional para el hospedaje de los deportistas de
provincias, la edificación en la Villa Deportiva Nacional (VIDENA) del coliseo
de la Federación Deportiva de Lucha Amateur, así como la construcción y
rediseño de los complejos deportivos en los distritos de Carabayllo, Los Olivos
y Santa Anita en Lima; el Olivo en Apurímac, La Libertad, Ferrenafe y
Lambayeque.
Está
en la memoria de los amantes del deporte la movilización de más de un millón
doscientos participantes en el deporte fundamental, que a través de las
academias deportivas de los complejos del IPD la infancia, juventud y adultos
mayores accedió a la práctica gratuita de sus disciplinas deportivas.
La
principal acción de la gestión de Jorge Galli Alvarez, fue la Promulgación de
la Ley del Deporte que permitió al IPD tener un marco jurídico después de 15
años de haber trabajado con decretos de emergencias. También fue el inicio del
ordenamiento de la Federación Peruana de Fútbol, entidad que pretendía actuar
en forma independiente al sistema deportivo nacional basado en una
reglamentación internacional estipulada por la FIFA organismo investigada
actualmente por la justicia Norteamérica.
Entre
otras gestiones positivas para el deporte nacional que realizó el licenciado
Jorge Galli Álvarez, fue la creación de la Oficina de Imagen que se encargó de
los Convenios de Cooperación Internacional y ayuda técnica para los
deportistas.
En resumida cuenta fue una
excelente, productiva, honesta y transparente gestión que debe tener retronar
en el deporte nacional.

If we observe and analyze the various personalities that occupied the Presidency of the Peruvian Sports Institute; Guillermo Toro Lira, Víctor Nagaro, Enrique Otero, Arturo Woodman Pollit, Esperanza "Pilancho" Jiménez, Teófilo Cubillas, Eduardo Schiantarelli, Francisco Boza and Saúl Barrera; we will find a transparent and honest management where sport reengineering was prioritized in the administration and the good treatment of the sportsmen.
In 1999, Mr. Jorge Ángel Galli Alvarez, in just a 9-month term, demonstrated a lot about planning and management, moralizing the institution with rules that allowed for the control and correct use of state monies. Generating economic funds for the IPD with actions such as the auction of the fixed advertising spaces of the national stadium, a tender made for the first time in the history of Peruvian sports that left a contribution of One Million Four Hundred Fifty-Two Thousand Suns, around 500 thousand dollars . It also got the most important companies in the country to sponsor the national sport and the various sports federations.
In his eagerness to improve the infrastructure for the sport Jorge Galli fulfilled a good work with the remodeling of the bonbons for the boxing and the volleyball, the concentration of the national stadium for the lodging of the sportsmen of provinces, the construction in the National Sports Village (VIDENA) of the Coliseum of the Sports Federation of Amateur Wrestling, as well as the construction and redesign of sports complexes in the districts of Carabayllo, Los Olivos and Santa Anita in Lima; el Olivo in Apurímac, La Libertad, Ferrenafe and Lambayeque.
It is in the memory of sport lovers the mobilization of more than one million two hundred participants in the fundamental sport, that through the sports academies of the IPD complexes children, youth and seniors agreed to the free practice of their disciplines Sports
The main action of Jorge Galli Alvarez's management was the enactment of the Sports Law that allowed the IPD to have a legal framework after 15 years of working with emergency decrees. It was also the beginning of the ordering of the Peruvian Football Federation, an entity that sought to act independently to the national sports system based on an international regulation stipulated by the FIFA organization currently investigated by the justice in North America.
Among other positive steps for the national sport that the graduate Jorge Galli Álvarez did, was the creation of the Image Office that was in charge of the International Cooperation Agreements and technical assistance for the athletes.
In summary account was an excellent, productive, honest and transparent management that should have rethink in the national sport.
